I am concerned about my friend

My Friend has 3 kids,One by my cousin and 2 by another man. My friends oldest son is the one getting child support As the father of her oldest son is My cousin.
And my friend came up to me and said that her youngest son lost his back pack so she had to use some of her oldest sons child support money to get her youngest son a new back pack.
is that legal for her to use the child support money on her youngest son when it is not even the youngest son's child support? than there is the case of she don't have money to buy her kids winter boots or snow pants but yet she all of a sudden has Money to go out to eat,go to movies etc. i am worried she may be spending her oldest sons child support money for herself and her other two boys and not her oldest son. I have not said anything to anyone about it i am just concerned for my friend

Why isn't she receiving child support for the other 2 children? I can understand your concern that the older child may be missing out- is this concern due to the fact that your cousin is the boy's father?

I do not know why her other 2 kids are not getting child support and no it is not because my cousin is the father I am just worried that she may be using The oldest sons money for her self and her other 2 boys and not him. Her oldest son is i believe 10. she was the one that came to me and said she used the oldest sons child support money on her youngest son. isn't it illegal for her to use the child support for her other 2 boys, possibly herself and not the oldest. she shoul dnot even be using the child support moeny on anyone but the Oldest boy.
