I have a cat who is very unruly and I have to tell her off constantly ( she bites til she draws blood, scratches, hisses ...) so calling somebody 'Sister' in NY is a way of being strong with a female person without cursing, and as she is a cat, I just wrote it as I would say it with my Brooklyn accent, 'Sistah Kat '.
