Snacks jelly sweets help

I habe tryed to make the jelly sweets a few times but they never set i have been using gelatine sheets coz i cant get the powder could this be thr prob?

Are you soaking the sheet in cold water then removing the excess and stirring it into warm but not boiling hot mixture?

Yes soaked them in water but didn t remove anythink lol thats what i must be doin wrong lol thanks !!
