On the green plan and EE - yes, definitely. On the Red plan as long as the veg you are using are free on the plan. The lack of oil may mean that the veg tend to stick but if you use a silicone baking dish or line your baking tray with a teflon sheet this should not be a problem.

You can do whatever you want!
You could use ordinary frylight or there is actually an olive oil version as well.
Or you can have a tbsp of olive oil as a HEB!

Thanks guys, have used both HE today so will have to use Frylight or is olive oil free then?

I just spray some spraylight on a foil lined baking tray and then spread veggies on it. I then sprinkle some balsamic vinegar over them and another dash of fry light then mix them all together and bake for 25 mins. They never stick and taste yummy, so much so in fact, I've had them for my tea the past two evenings!
