As far as I am aware yes but you should give yourself a daily milk allowance. Skimmed milk is 1pp for 142ml. So I put a small amount on my cereal and leave a little for a couple of cups of coffee each day, so its only 1 point for the day. If you drink a lot of tea or coffee you would have to up your milk allowance

i get a wee measuring pot and measure myself 300ml of semi skimmed milk. Does my cereal and a couple or three cups of tea. Think its 4pp if I recall.
You could get away with a splash of milk, but only once in a day. Anything over that you have to point. 2 cups of tea/coffee with semi usually makes 1pp worth of milk. About 3 for 1pp with fully skimmed.
I count sweetner tabs as free, think the powder might gather up points if you use a lot of it. x
