Fresh Herbs v Dried Herbs

Just wondering... i know most, if not all, fresh herbs are zero PP's but does the same apply to dried herbs you find in a jar?

I would imagine so as it doesn't differentiate between fresh and dried in my book....good question though - I'd never even considered it and I only use dried herbs and spices in my cooking (and don't count them.)
