I think you just click on someone elses and it takes you to the website and then you make your own .. not 100% sure though

There are lots of different sites buts I use Graphical Event Ticker for your Signature, Message Boards, Blogs and Web Page.

You follow the step by step process on there and then you need to copy the IMG code into your signature on here in your User CP.
