my mouse never sets

No matter what I try its still more like a thick milkshake than a mousse.

I use crushed ice my pack of cd, and the recommended scoop of Mousse powder.. put it in the blender for over a minute, leave it to set in the fridge but still not really mousse texture.

Today I used a Brick in the hope this would work better....any other tips?

Try mixing the CD & mousse in the CD packet first, then mix with VERY cold water...should work a dream.
