Sorry I haven't done SW for a while.... Looking at the lists normal weetabix aren't showing as an HE. I'm sure they used to. I can only see Mini and flakes ....

Yes, you can have 2 as a HEB. X

They're in a section called "grab and go" in the Healthy Extra section, as a suggestion when you don't have time to weigh cereals
