Rep power and posting

Can anyone explain what rep power is all about and how it goes up? i'm not allowed access to certain posts blogs etc and i was wondering why any ideas?

Hi, when your new you only are allowed do certain things. when you reach 20 then 50posts you will be able to view other people's profiles and pm and email and more signiture space.

rep power is

you see these underneath your name, well the scales in the middle allows you to rep someone its like a little thank u i guess then if when you click on 1new rep comment at the top of the page and scroll right down to the bottom you will see what thread it was for. i hope this makes some sence and i havent confused you more!!! xx
