I have this problem i lose it of my top half first but it does come off i lost 3 inchs off my thighs in 3 weeks . If your still haveing problems maybe do at home leg excersise to tone up .

How strange , I always lose on my legs first , but only on CD .
With other diets I lose top half first ... very odd huh

I've been having this problem too but I've found that using a stepper to exercise my legs has helped to tone them up a little.
I always lose weight from the top firsts, and it eventually gets down to my legs, to be fair, I must be losing from my hips as my trousers are fitting better, but I can see the difference at the top and not at bottom

You will eventually see it from the bottom :)
