Things like this just don't qualify for any free food allowance. I don't know the exact science behind it, but it's like asking why crisps don't have a free food allowance when they are made from potato.
I'd rather try and make something similar myself!! Roast off some peppers with garlic, tomatoes and an onion, bit of basil sprinkled on top when soft and mushy blitz and use with your minced beef !! It's yummy and syn free!!
