I think it's a good idea to figure out what body type you have also. I'm an Apple shape (slim legs and arms, rounded middle) so I need to do a lot of cardio to shift the fat, work on core and lower body through toning exercises to balance out the top.

I have a feeling that people with problem arms could be curvy body types/hourglass. If you are hourglass/curvy, then you will have a small defined waist naturally so play that up! Small waist, bigger hips but hips that are the same width as your shoulders.

Athletic/boyish shapes are usually straight up and down, no curves, no hips. Pears have small tops and larger lower body. If you know your body type, you can do overall toning exercises, not just on one area.
