Youre restricted to 10 a day and you cant give to someone a 2nd time til youve given to 10 different people. I think the reason being to stop people just giving it constantly and abusing it, its meant to be a wee thank you or well done for a post. kinda defeats the purpose if we all just give it willy nilly so the restrictions are in place to try stop that I believe
