you can make them crispy by either covering them in butter and putting them in the oven or just putting them in the ovan without foil on!
So it could be either way. If you could taste a hint of butter i would syn for them to be on the safe side!
i agree with Karen i believe it's the ovens and cookin without foil
those places are cooking food on a budget so they probably wouldn't smother the outside of the potatoes in butter because that would cost them too much - they have specific potato ovens that cook them just right (we used to have the same thing in our work canteen!). I've eaten in spud-u-like and I think it's fine, I wish there were more of them!
