Why cant I edit my signature with a diet ticker?

I am trying to add a weight loss ticker, but in my edit options it says that the html is no, how to i change it to yes?

You can only had the fancy stuff after you've posted a certain amount of times. 10-20 I think, then the amount of space increases the more posts you do.
Similar principle for avatars.
