Step 1 Sole Source SS when do you have to move up?

Hi it's been a while since I've asked this question and just want to check if the rules have changes since 2009. When do you have to move off Sole source and onto 810? Is it at goal or at BMI 25? I'm just at 25.4 at the moment so have a 1lb or two to go but want to make sure I'm doing it right.

At BMI 25.0. You can stay on 810 until goal though.
