Yes, if it's free then then it is free for 1g, 50g, 100g or 1kg! Although remember that moderation is important so you should eat more than you need to satisfy your hunger just because it is a free food.

28g is just an average serving size they use throughout the book....so that could be 28g of sugar or 28g of something heavier like potatoes....it did confuse me until I realised that!
