Find it hard to get rid of chunky thighs!

Hi guys,

This is my second attempt at losing weight, first time round I did well and was happy with my loss but I still had large thighs. Again this time I am 2 weeks in, 4lbs down and I have lost 1 inch from my waist and 2 inches from my hips. Nothing from my thighs or my arms. My waist is now 28 inches and my thighs are 24 inches! I am 5ft 1 and feel so out of proportion. My stomach is looking better now but my thighs are like tree trunks in comparison. You can see in the pic below how they bulge out :( Do you think it is a case of once the fat has diminished on the waist and hips then it will eventually come off the thighs? Should I try and do some exercise/workouts specifically aimed at the legs and thighs maybe?
