Why are bars not allowed until Week 3 on SS?

No idea, but I've been having them from the start on SS. I'm nearing the end of week 4 and I haven't noticed they make a difference at all. If anything they help me stay of track.

I've heard they're not allowed in the beginning too. But I started on step 2 and have been having bars from the start. I agree with Summerchic, they're a nice treat and help with staying on track.
